Spain's DGOJ unveils joint deposit limits system and Player Portal, targeting full rollout on 26 March 2027

Spain's gambling regulator DGOJ has announced a combined deposit limits system across all licensed operators and a new Player Portal. Testing runs through 2026, with definitive implementation targeted for 26 March 2027.

The Directorate General of Gambling (DGOJ) in Spain has confirmed the launch of two projects intended to strengthen compliance and player protection among online gambling licensees: a joint deposit limits system and a new Player Portal. Licensees were notified in advance. Both projects support the safer gambling framework overseen by the Ministry of Consumer Affairs, including the Royal Decree on Safer Gambling Environments, authorised in 2023.

Under the joint limits system, deposits made by an individual will be aggregated across all licensed operators. Once the applicable threshold is reached, further deposits will be blocked across that person's accounts. Default limits are set at €700 per day, €1,750 per week and €3,300 over four weeks, and they will operate alongside the deposit controls already in place at individual operators.

Players can change or remove their combined limits through a dedicated procedure that includes enhanced information on gambling risks. Increases or removals take three working days to become effective, and limits can only be raised once every three months. The DGOJ has started a testing phase for the rest of 2026, and all Spanish online gambling licences will have to integrate with the system. The Ministry of Consumer Affairs is aiming for 26 March 2027 as the definitive implementation date. Compliance will be coordinated through a technical system that checks deposits in real time, which the regulator says limits unnecessary information exchanges between operators and protects personal data.

The Player Portal offers a single access point for information that was previously spread across separate gambling accounts. Consumers can review deposits, stakes, winnings and losses, supported by activity histories and aggregated statistics, and can identify accounts registered in their name, which may help detect identity theft. Further features include customisable spending and activity alerts, management of combined limits and downloadable activity certificates for full tax years. Access is free through Spain's Cl@ve digital identification system.

The announcement follows remarks by Director General Mikel Arana at the Gaming in Spain Conference in Madrid last week, where he defended the regulator's record across the wider overhaul of Spanish gambling. Industry criticism has focused on the technical guidance available for integrating DGOJ projects, including deposit limits, the player database, mandatory safer gambling messages and the pending risk detection algorithm. Arana criticised trade body Jdigital for insufficient participation in early drafting and said it was surprising that operators had not yet effectively and generally connected to the deposit limits system. With the March deadline approaching, operators face growing pressure to complete integration ahead of closer compliance oversight in 2027.
