The Michigan Gaming Control Board (MGCB) has approved fixed-odds horse racing wagers for the state's licensed online sports betting operators. The change took effect on Friday, 30 October, and lets customers lock in the odds shown at the time they place a bet.

Operators can offer the new format next to traditional pari-mutuel betting, or in place of it. In a pari-mutuel system, payouts depend on the size of the betting pool and the odds can shift until the race starts. Fixed odds remove that uncertainty by fixing the price when the wager is made.

MGCB Executive Director Henry Williams said the move reflects the direction in which the horse racing industry itself is heading. According to him, bettors had asked for the straightforward, locked-in odds experience they know from sports betting. He added that offering fixed-odds wagering would let the board meet that demand while continuing to support a fair and well-regulated racing market in Michigan.

The fixed-odds racing markets will run inside the existing online sportsbook platforms, so customers can place race bets alongside wagers on other sports. The MGCB stated that the safeguards already covering Michigan's sports betting market will apply to the new products. These include licensing requirements, age and residency checks, and responsible-gambling tools. Licensed platforms may start offering the wagers from 30 October, subject to platform approvals and MGCB oversight.

Fixed odds are widely used in European betting markets and by retail bookmakers. For operators, the format can give more control over exposure to potential payouts than a shared pool does. Mobile horse race betting was first introduced to Michigan's regulated online betting market in January 2021.

The decision forms part of a wider industry effort to bring racing to customers who are used to sportsbook-style interfaces. Several US states and operators have tested or introduced fixed-odds racing, and New Jersey was the first state to legalise this style of betting, in 2022.
